6. The main motive of the British rule in India was to acquire more and more resources and fulfil the needs of the British empire, the Queen and other powerful people. They suceeded in their objective by conquering india, its kings, the armies and then establishing their own authority. The British had superior weaponry and military tactics and professional training. They had mastered the art and science of building a professional army. They had a better culture and skills in trade, business and manufacturing.

The Civil Services of India (or for that matter of any nation), is the backbone of the administrative system of the country simply because it comprises of government officials who are employed in civil occupations that are neither political nor judicial. The responsibility of the civil servants is to run and manage the administration of India effectively and efficiently. The administration of a vast and diverse country like India requires efficient management of its natural, economic and human resources. In the system of parliamentary democracy of India, the ultimate responsibility for running the administration rests with the elected representatives of the people but this handful of representatives i.e. the ministers cannot be expected to deal and handle the manifold problems of modern administration. Thus the ministers lay down the policy and it is for the civil servants to implement and carry out this policy effectively. This is why Indian Civil Service is also known as the ‘Administrative Organ of the Government’.

So, in the interest of their objective they took a final decision to divide the country into two and let the chance to conquer the divided be available for their next attempt. But, in the present day things have changed alot and the then set objective has almost succumbed.
7. Lord Cornwallis tried to make the Indian Civil Services honest and efficient by increasing the salary of the officers and by fixing the rule that promotion would be on the basis of seniority. The officers were not allowed to accept present and bribes.
Indians were excluded from it because all the high posts in the administration were held by Englishmen. They did not trust that the Indians would follow British policies in India.
