a). The italicized phrase is a simile. The literal meaning of the word shroud is a   large white blanket which is used to cover a dead body. Here, the thick frost is compared to a shroud. This links that the sheet of frost is large and white just like a shroud. When we see this, we imagine an area covered by thick frost. We get a sad feeling when we hear the word shroud.
