Given the density 1.41 g / ml

1000 ml will weigh 1410 g

mass percrntage of nitric acid is 69 = 1410 x 69/100 = 973 g

1 litre of the solution contains 973 g of nitric acid = 973/63 = 15.4 moles

Therefore the concentration is 15.4 moles per litre.
