Let, the equation of the circle is (x-a)² + (y-b)² = r², where (a,b) is the center of the circle and r is the radius of the circle.

Given, the center of the circle is the intersection point of x-y=4 and 2x+3y = -7.

By solving both the equations we will get the values of x = 1 and y = -3

center of the circle is (1,-3)

now, to find the radius r, we will find the distance between the center (1,-3) and the point (1,-1) which is on the circumference of the circle.

radius r = √(1-1)² + (-3-(-1))² = √0+2² = 2

So, the equation of the circle is  (x-1)² + (y-(-3))² = 2² => (x-1)² + (y+3)² = 4
