NH3 contains nitrogen which is small in size and is highly electronegative.

So it can easily form hydrogen bonds with the hydrogen in the water molecules and hence is highly soluble.

But,  in PH3 phosphorous is larger compared to nitrogen and does not form hydrogen bonds,so it is not soluble in water.
