CONCEPT USED:

1.

 {x}^{0}  = 1

2.

 { ({x}^{a} )}^{b}

 {x}^{a \times b}

3.

IN multiplication of exponent numbers, when Base is same then powers will add.

 {x}^{2}  \times  {x}^{3}  \\  {x}^{2 + 3}  \\  {x}^{5}

4.

IN division of exponent numbers, when Base is same then powers will subtract.

 {x}^{4}  \div  {x}^{2}   \\  {x}^{4 - 2}  \\  {x}^{2}

NOW COME TO YOUR QUESTION :

1.

 { { (\frac{9}{2} }^{0}) }^{5}  \\    { \frac{9}{2} }^{0 \times 5}  \\     { \frac{9}{2} }^{0}   \\ 1

2.

 { { (\frac{ - 5}{17} }^{6} )}^{3} \\  { \frac{ - 5}{17} }^{18}

3.

 { \frac{ - 2}{5} }^{3}  \times   { { (\frac{ - 2}{5} }^{2}) }^{4}  \\  { \frac{ - 2}{5} }^{3}  \times  { \frac{ - 2}{5} }^{8}  \\  { \frac{ - 2}{5} }^{8 + 3}  \\  { \frac{ - 2}{5} }^{11}

4.

 { \frac{3}{5} }^{3}  \div  { \frac{3}{5} }^{8}  \\  { \frac{3}{5} }^{3 - 8}  \\  { \frac{3}{5} }^{ - 4}  \\ (power \: is \: negative \: then \: it \: gets \: reciprocal) \\  { \frac{5}{3} }^{4}
