There's a misprint in the question I suppose, it should be 140-19 instead of 140-29

If that's true then it follows that

=> ((23+2^2)^2/3 + (140-19)^1/2)^2

= ((23+4)^2/3 + (121)^1/2)^2

= ((27)^2/3 + 11)^2

= ((3^2 + 11)^2 = (20)^2 = 400
