the pupil controls the amount of light entering the eye so when the torch is on it take only less amount of light,well as when it is off it takes more amount of light...so that is why there is a change of size in the pupil

Take flashlight of your mobile or any light. Take another person to execute the activity. Take the flashlight and put the light in the person's eye. Not very near. Keep it for a minute. Then suddenly Off it. You may see little contraction of the pupil. This indicates the sensitivity of the pupil. When there is low light the pupil increase in size and capture more light as when light is very much low it may lead to the increase in size of the pupil.
