 \frac{2}{3}  \times ( \frac{7}{10} +   \frac{ - 3}{5}  ) \\  = ( \frac{2}{3} \times  \frac{7}{10}  ) + ( \frac{2}{3}  \times  \frac{ - 3}{5} ) \\  =  \frac{7}{15}  + ( \frac{ - 2}{5} ) \\  =  \frac{7}{15}  -  \frac{2}{5}  \\  =  \frac{7 - 6}{15}  \\  =  \frac{1}{15}

This is done by Distributive Law.
