First draw a circle with radius 3cm . Then from O take 7.5cm horizontally any side and make that point p at the end of 7.5cm . Then draw an arc with more than half of length of OP from P and O. Then join the two arcs it intersects at some point. Let us take that point of intersection as M. And making OM as radius draw a circle with center M. Then it touches the previous circle at 2 points. Then join those two points to p. Hence they are the tangents of the given circle
