The potential difference between A and B would be V(B)- V(A) = 3000-(-1000)= 4000 volt.

If both the conductors are connected by a wire, the current would flow from higher potential to lower potential BUT FLOW OF ELECTRONS IS OPPOSITE TO THAT OF CURRENT...that’s why electrons would flow from lower potential to higher potential,i.e. from A to B.
