From the statement itself, we can arrive at the conclusion that

x < 4+6

x < 10 cm

x+4 > 6  

  OR

x > 6-4

x > 2

So x is always greater than 2 cm

So x must lie between 2 cm and 10 cm (2 < x < 10)

That is, the third side must lie between 2 cm and 10 cm
