As we know when proportional sign is replaced by '’=” then a proportional constant comes in the equation hence

Where k is constant

Solve for k

p =  k \times \frac{1}{ \sqrt{q} }  \\ 6 = k \times  \frac{1}{ \sqrt{4} }  \\ 6 = k \times  \frac{1}{2}  \\ k = 12

When p= 4 then

p = k \times  \frac{1}{ \sqrt{q} }  \\ 4 = 12 \times  \frac{1}{ \sqrt{q} }  \\  \sqrt{q}  =  \frac{12}{4}  \\ q =  {3}^{2}  \\ q = 9
