2^{7}  \div 2^{3}  \times 2^{ - 4}  = 2^{7 - 3}  \times 2^{ - 4}  = 2^{4}  \times 2^{ - 4}  = 2^{ - 4 + 4}  = 2^{0}  = 1 =  \frac{1}{1}
