(2x+14)/(x+4)= 2+y/(x+4)

=(2x+14)/(x+4)=(2(x+4)+y)/(x+4)

By Cancelling (x+4) in both side denominators we get

2x+14=2(x+4)+y

2x+14=2x+8+y

By Cancelling 2x on both sides we get

14=8+y

y=14-8=6

So answer is y=6
