For element X,  atomic number= mass number - number of neutrons

atomic number ( A) = 23-12 => 11

For element Y, mass number= atomic number + number of neutrons

mass number (B) = 20 + 20 => 40

So, the pair of isobars is Y and Z, both have the same mass number of 40 but different atomic numbers.

(ii) For Y, the atomic number is 20.

So, using the {2,8,8,2} electronic configuration rule for the first 20 elements we get its electronic configuration as {2,8,8,2}.

So, in the M shell, 8 electrons are present in Y.

(iii) For X, the atomic number is 11, so the electronic configuration will be {2,8,1}, hence it loses 1 electron to attain the electronic configuration of the nearest noble gas {2,8}. Hence its valency or combining capacity is 1.
