(1/x)^(-2) = x^2
so
now your question can be written as
(3^2 - 2^3) / 4^2
= (9-8)/16
= 1/16

but you changes it into
multiply
it's a property

so divide becomes multiply when power is negative
its a property

(1/4)^(-2) = ((1/4)^(-1))^2 = (4)^2 = 16
