Given...

a =  \alpha  \: m {s}^{ - 2}

ret(a) =  \beta  \: m {s}^{ - 2}

as body starts from rest..

so u=0

therefore

 \frac{v - u}{t}  =  \alpha

 \frac{v}{t}  =  \alpha

.........1

then that body retards at beta metre per second sq. and finally comes to rest

so...v=0

 \frac{ - u}{t}  =  \beta   \:  \:  \:  \: u =  -   \beta t

so..

average speed of car...

 \frac{s1 + s2}{2}

 \frac{ \alpha t +  \beta t}{2}

so the average speed of journey would be..

 \frac{t( \alpha  -  \beta )}{2}

hope it helps ✌..
