here we have to use sign convention with the values of u and v 
u=-3m v=-1m
so now the equation for the focal length of the lens is 
1/v-1/u=1/f
from here we will get the focal length
i.e.
f=-3/2
so the lens having the focal length is negative are concave lenses(you should know).
the power if 1/f=-2/3.
