l - the length of the rectangle

p_r - the perimeter of the rectangle

p_s - the perimeter of the square

p_r=2w+2l\\p_s=2\cdot2w+2\cdot\dfrac{l}{2}=4w+l

Since the resulting figure is a square, then

2w=\dfrac{l}{2}\\l=4w

Therefore

p_r=2w+2\cdot 4w=10w\\p_s=4w+4w=8w\\\\\dfrac{p_r}{p_s}=\dfrac{10w}{8w}=\dfrac{5}{4}=5:4
