Hey mate!
Okay...so you probably already know what posts, telegraphs and railway lines mean.
The first sentence means that the development of posts, telegraphs and railway lines created a feeling of togetherness in Indians. Why? Because now they could easily communicate with each other and also travel to any part of the country easily. Every Indian wanted freedom back then. So as communication (posts and telegraphs) developed, people could now talk to each other about their need for freedom to anybody.
It's kinda like how you may want to talk to your friends about a teacher that annoys all of you ;)
