 \frac{4}{ {x}^{ - 1} } + 3y = 2 \\  =  > \frac{ {x}^{  1} }{4 }  + 3y = 2 \\  =  >3y  = 2 -  \frac{x}{4}  \\  =  > 3y =  \frac{8 - x}{4}  \\  =  > y =  \frac{8 - x}{4 \times 3} \\  =  > y =  \frac{8 - x}{12}

Hence, we got y value.

Now let's put that value again in that equation.
