Atomic Radius refers to the length between the nucleus and the valence shell.

The element Y has atomic number 20 while X has atomic no. 18 while masses are the same.

Electronic configuration of Y = 2,8,8,2

Electronic configuration of X = 2,8,8

From the above we get that there are more number of shells in Y.
Therefore, the distance between nucleus and the valence shell will be greater in Y. Thus, atomic radius of Y is bigger.
