Only and only after it is approved by both the sabhas(more than half) it becomes a bill. It is then given to the president to be signed and made a law. If it isn't passed by either of the sabhas then it is re-evaluated. And so on.

Citizens play a quite major role in Democracy.
•They elect the candidates to represent them.
•They can just as easily remove the candidate in next election if they weren't happy with his/her work.
• People can emphasize what they want and make the government see to it through rallies and like.
