The primary difference between a block and tehsil is in their purpose: a block is a geographical unit for rural development, whereas a tehsil is a geographical unit for revenue collection. So, block officials are responsible for administering welfare programs (such as Pradhan Mantri Gram Sadak Yojana) whereas tehsil officials are primarily responsible for collecting revenue. Note that the official name for “block” is “community development block” which reflects its developmental nature.
Blocks and tehsil may cover the same geographic area, or either one may be bigger or smaller than the other. The boundaries of blocks are location-specific, and there isn’t a countrywide formula that applies.
The chief official of a block is a block development office (BDO) whereas the chief official of a tehsil is the tehsildar.
Historically, tehsils have been the traditional unit of revenue collection and pre-existed Independence. The concept of blocks was introduced in 1952. See this article[1] by Shriram Maheshwari for an excellent history of the concept of blocks.
