It's just simple, when upper layer expands and the lower layer does not, there is a change in physical structure and a non-uniformity creates.Because of this cracks between the surfaces get created.
For example, when your mom creates dough for rotties , the lower layer get to stick to the vessel surface.Now if you try to move the upper surface , the upper dough get torn away from the lower dough.
