4)make you aware of...
Choose anyone of the above
So,let us say the first one
Then it should read like
I am writing to you to draw your attention towards the.....(add the topic here)for e.g pathetic condition of the roads
You are done with the first paragraph. Need not elaborate much
Now let us move to the 2nd paragraph
1)As mentioned above the condition of the roads is worsening day by day
2)mention since when
3)how did you get to know
4)what is the present situation
5)what has happened because of it
6)who all are affected because of it and how
7)what is the reason behind it
8)what needs to be done(your suggestion in a polite way)
Answer to the above questions will become the content of your 2nd paragraph
In the third paragraph
Just mention that you request to and you hope to

In a business letter, you want to get to the point right away. In a formal letter that does not involve business, I imagine you would want to start with a thank you or a compliment.
