I guess you’re asking about the electric field.
So, the formula for this is F=qE
By rearranging we get,
F/q = E
Weight = mg= force= 3.2*10^-13 N
q= 6.4*10^-19 C
E= 3.2*10^-13/6.4*10^-19
E=10^-13+19/2
E= 0.5*10^6
E=5*10^5 N/C
Thus the field strength required is 5*10^5 N/C.
