radius is 1/2of 28

therefore it is 14cm

we know that

circumference=2pir

but it's a semi circle

so it will be 2pir/2

therefore 2×π×14/2

=44cm

for smaller circle

radius is 7cm

so circumference is 2πr/2

=2×π×7

=22cm

there are two circle so multiply by two

we get

44cm

so perimeter of shaded region will be 44+44

i.e 88cm
