Though there has been shift in the GDP share of the sector from primary to tertiary, the primary sector still absorbs the maximum number of labourers.

This is because not enough jobs were created in the tertiary and secondary sectors. In these two sectors, though the output increased manifold times, the jobs did not increase in that ratio and hence, the primary sector remained the most labour absorbing sector.
