This is because the hydrocarbon chain of soap molecules are hydrophobic while the ionic ends are hydrophilic hence soluble in water....
It is form in this type of solvent where soap is insoluble.
No ,micelle formation does not take place in ethanol because the chains of molecule of soap is soluble in alchohol

When soap is mixed with water formation of micelle takes palce as ut contains hydrophobic part which is water repellent and hydrophilic part which is water soluble form micelle.

No, a micelle not be formed in other solvent such as ethanol as ethanol will dissolve it.
