(3/5)^-2x*(3/5)^9x = (3/5)^0 [ inverting 5/3 so the power becomes negative][ anything power 0 is 1]

(3/5)^9x-2x = (3/5)^0 [bases are same, powers are added, 9x + (-2x) = 9x - 2x ]

(3/5)^7x = (3/5)^0

taking powers....[a^x = a^y, then x = y]

7x=0

x=0/7

x=0

or of you invert (3/5)^9x, then you'll receive (5/3)^-7x, then solving you'll have -7x=0, X= 0/-7, X=0, or you can write it -x = 0 but I prefer to go with the above method...
