First we should rationalise the denominator

=  \frac{7}{3-\sqrt{2} } \times\frac{3+\sqrt{2} }{3+\sqrt{2} }

=\frac{7(3+\sqrt{2}) }{(3-\sqrt{2})(3+\sqrt{2})  }

=\frac{21+7\sqrt{2} }{3^{2}-\sqrt{2} ^{2}  }

\frac{21+7\sqrt{2} }{7}

=3+√2

so by comparing LHS and RHS

we get,

a=3

b=2
