$= \frac{10}{10 + 390} \times 100 \\ \\ = \frac{10}{400} \times 100 \\ \\ = \frac{10}{4 \times \cancel{ 100}} \times \cancel{100} \\ \\ = \frac{10}{4} \\ \\ = 2.5\%$

Therefore, Mass by mass percentage of the given solution is 2.5%
