Hey they add KOH solution in the test tube in the conical flask
it absorbs the CO2 gas evolved and creates a partial vacuum that rises the water level
so when it is used a partial vacuum is created and the water level in the bent tube rises signifying that CO2 gas has evolved

The role of KOH is to absorb the CO2 produced by germinating seeds.
Due to this feature of KOH, a Vacuum is being created in the Tube, which results in the rise of water level.
