in the presence of KOH the CO2 gas is observed by it so the water level did not rise in test tube

KOH (Potassium Hydroxide) is present in the small test tube.

The role of KOH is to absorb the CO2 produced by germinating seeds.

Due to this feature of KOH, a Vacuum is being created in the Tube, which results in the rise of water level.

Thus we conclude that germinating seeds respire CO2.
