HERE IS UR ANSWER DEAR,

 \frac{2x}{3}  +  1 =   \frac{7}{3}

 \frac{2x + 3}{3}  =  \frac{7}{3}

3 \:  is \: cancelled \: on \: both \: sides

2x + 3  = 7

2x = 7 - 3

2x = 4

x =  \frac{4}{2}

x = 2
