as we know in the case of a concave lens that when light passes through it ,it diverges. and hence the refractive index of the first medium should be less than the second medium. that is
n1<n2.and we know that the radius of curvature is given by f=R/2. and the focal length is inversely proportional to the magnification. since the radius of curvature of the first medium is greater than the second medium so its refractive index must be greater than the second medium.so option four is the correct.
