Bathwater has a lot of steam in it apart from hot/warm water. Now temperature of steam is 100°C which is much more than temp of cocoa or anything..steam cannot exist at any temperature other than 100°C. Also, main explanation is that 100°C water absorbs thermal energy to become 100°C steam. This absorbed energy is beyond high because latent heat of vaporization of water is very high. Hence bathwater, containing steam, has much more thermal energy than cocoa.

Bathwater can even have more thermal energy than boiling water because boiling water just has 100°C whereas bathwater has 100°C steam plus the thermal energy which was absorbed for converting that boiling water into steam form.(latent heat of vapo)
