when key is inserted then the current flows through the first coil, and the magnetic field associated with it changes .therefore there is a change in magnetic field of the second coil, and induces current in the second coil ,therefore the galvanometre shows deflection.

in the second case that is when the key is not inserted ,the current does not flow in first coil ,therefore the magnetic field associated with both the coil does not change ,that is there is no induced current in the second coil .thus there is no deflection in the galvanometre.

the name of the phenomenom taking place here is electromagnetic induction.

that is change in magnetic field in a conductor induces current in another conductor is known as electro magnetic induction.
