Voltmeter is always connected in parallel because so it cannot absorb current or resist the flow of current and no current is flowing through it and there should not be any voltage drop

voltmeter is always connected in parallel because work of voltmeter is to measure voltage and voltage is always same in parallel therefore voltmeter is always connected in parallel.
and current is always same in series therefore ammeter is always connected in series.
