If I remember it correctly, answer will be 2>3>1

why, you may ask..

well we all know that negative inductive effect or the -i etfect order is as follows -F > -Cl > -Br > -I.

negative inductive effect increases acidity

so the order should have been 1 >2>3

but, halogens also have a positive resonance effect or mesomeric effect (+R or +M) also.

that is also -F > -Cl > -Br > -I. positive resonance effect decreases the acidic strength.

Inductive effect dominates here.

both -I effect and +R effect of Fluorine in high so they cancelnout each other giving parafluorophenol acid strength almost same as phenol (but greater than phenol)
