It means that if you will apply pressure on ice
( ice can only remain in solid state if the temperature is 0 degree Celsius) it will convert into water and if you removed pressure it will become ice.

it is saying that when ice is put under pressure it's melting point is decreased . this means that ice has a fixed melting point and whenever you. apply pressure on it , it will start melting and conclusion is that whenever a pressure is applied on ice it starts melting .
so when pressure is applied and temperature is 0 degree celcius , ice converts into water .
