Pls explain this paragraph , especially the meaning of "but the liberals as well as socialists among them worked towards an elected government" ​

The Army officials, landowners, and industrialists were influenced by the provincial government. But the liberals who are a group of people who wanted a nation that bore all religions, and socialists who believe that society as a whole rather than private corporations,  were among the influenced people. The liberals and the socialists worked together for an elected government.

Restrictions on public events were removed

There is a Soviet or a council known as the Petrograd soviet. Soviet is nothing but a group of soldiers and workers.

So This was set up everywhere, despite the fact that no one followed the common election system.
