At t = 0, the current will only flow through the capacitor branch, because at that instant capacitor acts as a straight wire allowing all the current to pass through it with no resistance, hence the equivalent resistance of the circuit just becomes R

And hence at t = 0, current is E/R

at t-> infinity, the capacitor branch will block the flow of current but the inductor will allow completely, so now the equivalent resistance of the circuit becomes,

R + 1/(1/3R+1/6R) = R + 2R = 3R

So, current at infinite time will be E/3R

which means the ratio will be 3
