we know that T^2 is directly proportional to r^3(semi major axis)

now square on both sides

T proportional to r^3/2

m=200g = 0.2kg (in physics we use kg so convert it)

v=12m/s constant speed

observe the word constant speed which is same as uniform .

so when velocity is constant .Its obvious acceleration is 0 and hence force is zero

so let distance between 3m and 16m be d

and distance between 3m and m be x and

distance between m and 16m be (d-x)

so lets equate force between (3m and m) and (m and 16m)
