Adding organic content (manure, compost etc.)
Not removing organic content. (i.e. leaving straw, weeds etc.)
Planting nitrogen fixing plants
Mechanical drainage (ditches, pipes, ripping etc.)
Adding ameliorants (gypsum, mulch etc.)
Not removing organic content. When harvesting, leaving the straw on the field to decompose goes a long way to maintaining organic content in the soil and building humus.

The only way to make farmer's land neutral we should add acidic substances in it so that the soil become less basic. For doing this he can add some acidic fertilizers or manure or by producing bacteria how produces non-metallic oxides such as NO2 or NO3 which are also basic in nature.
He can also grow such crops which tolerate basic nature of soil to some extent.
