Air is considered as a mixture because it exhibits following properties:

Each component present in air retains its properties.

Each component can be separated by simple physical processes.

The components do not have any fixed proportion. All gases are present in different amount. Example, in greener area—more oxygen and water vapour is present; near industrial area—air consists of lot of impurities and smoke suspended in it.

Yes, it is a mixture as for the following reasons:-

The proportions of the constituents of air differ from one place to another all over the earth athhough there isn't a huge difference.

Assuming air to be a compound ( If not a mixture) we shouldn't have been able to separate it's constituent but we can do it as a matter of fact by fractional distillation of liquid air.
