Very simple !!

on the basis of ion - electron method .

NO3 + Cu ----------> NO + Cu2+

so copper is oxidized changing by loosing 2 electron .

so Cu is reducing agent .

now ,

NO3 --------> NO

which have Nitrogen oxidation state change from 6 to 4

here NO3 is reduced . so it is oxidizing agent .
