$\frac{2x + 7}{4} = 4x - 8$

$2x + 7 = 4(4x - 8)$

$2x + 7 = 16x - 32$

$7 + 32 = 16x - 2x$

$14x = 32 + 7$

$14x = 39$

$x = \frac{39}{14}$
