a) Stable Electronic configuration is the one in which an atom achieves  the nearest noble gas configuration in which it's valance shell is complete.

b)

  1. Sodium, magnesium and Aluminium have 1 , 2 and 3 electrons in their outermost shell. For them, it is easier to donate 1,2 or 3 electrons  to gain a noble gas configuration rather than to accept 7,6 or 5 electrons. When they lose these electrons their valency becomes +1,+2 or +3.
  2. Chlorine, Oxygen and Nitrogen have 7 , 6 and 5 electrons in their valence shell respectively. This means that it is easier for them to accept 1 , 2 or 3 electrons respectively. As, they gain electrons they get negative charge and get the valency -1,-2 and -3 respectively.
